Bishop Stevens appoints a committee of six clergy and six laymen to prepare the application to General Convention for a new diocese and to raise and invest the endowment required by the Pennsylvania Diocesan Convention as a condition for approval.

The committee organizes and splits into two sub-committees, one to cover the constituional and canonical requirements and the other to raise money. They meet with Bishop Stevens five days later to make sure they know what must be included in the application to General Convention.
Potter dies on 4 July 1865 in San Francisco harbor and Stevens becomes diocesan.
